Article 1
In order to promote international sports exchange activities, the International Sports Exchange Promotion Regulations is stipulated by the Sports Affairs Council (SAC) according to Article 16, Paragraph 1 of the National Sports Act (NSA).
The promotion of international sports exchange activities is to be referred to the Regulations. Whatever is not stipulated in said regulations should refer to the NSA, Regulations Governing Subsidies for Private Groups of the National Athletic Activities or other relevant regulations and statues.
Article 2
The scope of international sports exchange activities covered by the Regulations includes:
1. Signing sports exchange cooperation agreements with various international governments.
2. Signing sports exchange cooperation agreements with civil sports organizations both domestic and abroad.
3. Establishment of international sports organizations’ headquarters or branches in Taiwan or establishment of oversea branches of international sports organizations founded according to Taiwan laws.
4. Hosting international multi-sport games.
5. Hosting international single-sport games.
6. Hosting international sports conferences.
7. Attending international sports conferences.
8. Serving in administrative positions in international sports organizations.
9. Serving as referees or other specialized assistance personnel for international sports event.
10. Inviting key officials of international sports organizations to visit Taiwan.
11. Inviting key officials of sports organizations of individual countries to visit Taiwan.
12. Other affairs regarding international sports exchange.
Article 3
The SAC will commission national sports organizations that have official memberships of international sports organizations to hold international sporting events in Taiwan, but if the Regulations cover other areas of such endeavors, they will be honored first.
Article 4
National sports organizations, city and county governments as well as schools of all levels that conduct international sports exchange activities under the NSA should also raise fund on their own aside from any subsidies received from the SAC.
Article 5
National sports organization, city or county government should conduct feasibility and cost-effective assessment of hosting an international sporting event based on the nature of the event before completing a proposal under the organization or government name. Bids or invitations can be sent out to the pertinent international sports organizations only after the SAC approves the proposal. Any attempt to host an international sporting event without SAC approval will be ineligible for subsidies. The items for assessment are as follows:
1. Scope and condition of site facilities and supplementary measures.
2. Spectator attendance assessment.
3. Competitive level of participating teams (home team).
4. Delegation security.
5. Event procedural and content arrangements.
6. Regulations governing establishment of organizing committee, administration, manpower, and internal auditing control as well as fund raising abilities.
7. Level of cooperation from local governments in cities where event is to be held.
8. Host city climate, anticipated weather during the event and peripheral environmental and safety assessments.
9. Name, flag, anthem and ceremonial procedures.
Article 6
National sports organizations as well as city or county governments that host or take part in international sporting events or conferences should adhere to the following regulations along with the charters of the pertinent international sports organizations:
1. The name, flag and anthem of the Republic of China should be used for international competitions held in Taiwan, but no limitations are imposed on the name, flag and anthem for Taiwan teams that have already been approved by the SAC and registered with the international sports organizations.
2. The name “Chinese Taipei” should be used in participating in international sporting events and represented as TPE in English or other language equivalent during opening ceremonies, with the Taiwan team entering stadiums or arenas alphabetically under “T”.
Each sports organization, city or county government should coordinate with the event organizers beforehand on the name, flag, anthem and order of entry into the stadium for ceremonies. The Chinese Taipei Olympic Committee (CTOC) should offer assistance with this matter.
Article 7
Any national sports organization, city or county government as well as school of all levels that hold or take part in an international sporting exchange event that includes delegation teams from mainland China should abide by the Cross-Strait Sports Exchange Regulations as well as Article 6.
Article 8
Those serving in an administrative office in international sports organizations should cooperate with Taiwan sports organizations to bid hosting rights of international sports events, along with actively taking part in said organization’s activities and assisting Taiwan delegations in taking part in international sporting events or conferences.
Article 9
National sports organizations should actively strive for participation in international events with roles such as referees or counseling personnel, enhance mutual exchange with relevant personnel in the international arena, and gather pertinent information to protect the rights of Taiwan’s delegations.
Article 10
National sports organizations recognized by the Chinese Taipei Olympic Committee as official members of international sports organizations, city and county governments and schools of all levels that organize international sports exchange activities under the Regulations can apply for subsidies from the SAC based on Appendix 1. Exceptions outlined by the Regulations are to be followed.
In line with important SAC annual international sports policies, subsidies are given in reference to the Regulations to applications approved by the SAC on special case basis.
Article 11
National non-governmental sports organizations that meet the abovementioned criteria should submit applications to the SAC during the application periods announced in the previous year.
Subsidy application documents include:
1. A Yearly plan summary and outlines of individual events (including budget estimates of individual events) (see Appendices 2 and 3).
2. Documents stipulated by the Regulations.
3. Other pertinent documents or information as stipulated by the SAC.
Article 12
Applicants meeting the criteria of Article 10 will have their application reviewed by the SAC in accordance with the Regulations.
Events approved for subsidies by the SAC should then be carried out according to submitted plan, but changes are not subjected to limitations if approved by the SAC on special case basis. Planned items in the yearly summary not ratified by the SAC are ineligible for subsidies; there are, however, no limitations for those approved by the SAC on special case basis. The SAC does not grant duplicate subsidies to applicants that have received full subsidies from another government department.
Article 13
Those receiving subsidies under the Regulations are subject to pertinent laws regarding their appropriation or reimbursement.
Article 14
Recipients of partial subsidies from the SAC should keep the source documentation in case of a random government audit. If needed, subsidy recipients should cooperate and provide pertinent source documentation to the SAC.
The SAC has the right to rescind subsidies or pursue subsidy payments already granted from recipients found to have failed to follow event arrangements.
Subsidy recipients that subsequently have itinerary changes or cancel attendance should first report to the SAC. The SAC will inform affiliated organizations or schools of the recipients found to have not attended conference for which subsidies were granted.
The SAC will not grant subsidies for reapplication for those who have failed to follow event arrangements or canceled attendance before.
Article 15

Article 16
Regulations take effect from the date of promulgation.
